All forklifts sold and operated within the European Union must carry a CE mark, confirming they meet the essential health and safety requirements of the Machinery Directive (2006/42/EC). For second-hand machines, the CE mark transfers with the machine — but the buyer is responsible for ensuring the mark is still valid and the machine has not been modified in a way that invalidates it.
Annual technical inspections are mandatory in most EU countries. In Belgium, periodic inspection of lifting equipment is required under the Royal Decree of 12 August 1993. The interval and scope vary by machine type but typically cover load-bearing elements, hydraulics, brakes, mast and forks. Inspection must be carried out by an accredited body such as AIB-Vinçotte or TÜV.
Operator training requirements also vary by country: in Belgium, operators of forklifts above 1 tonne must hold a valid VCA or equivalent certificate. When purchasing from D.O.V.
